The Commissioner of the Somali Disaster Management Agency (SoDMA), H.E. Mahamud Moallin Abdulle, participated in the launch ceremony of the 2026 Humanitarian Needs and Response Plan (HNRP), which serves as the backbone for coordinating life-saving emergency response and the delivery of urgent humanitarian assistance across the country.
The Commissioner of the National Disaster Management Agency stated that the HNRP is the most important instrument for prioritizing humanitarian needs, saving lives, and delivering assistance based on humanitarian principles to the most vulnerable populations. He emphasized that the Plan requires full alignment with social protection systems, disaster risk reduction frameworks, and climate resilience strengthening efforts.
The Commissioner of SoDMA also stressed the Agency’s full commitment to combating corruption and the diversion of aid, noting that transparency, accountability, and fair and equitable delivery of assistance are the core pillars of humanitarian operations.
Finally, Commissioner Mahamud Moallin Abdulle stated that the Federal Government of Somalia is leading the direction-setting and coordination of humanitarian activities, while international and local partners play an indispensable role in the design, financing, and implementation of life-saving assistance for the Somali people.
