MOGADISHU, SOMALIA — In a move that reflects a shared commitment to tackle the worsening humanitarian crisis, the Somali Disaster Management Agency (SoDMA) and the United Nations (UN) today announced a joint action plan to address the devastating drought gripping the country. The agreement was reached during a high-level meeting held in Mogadishu between SoDMA’s Commissioner, Mohamud Moallim Abdulle, and the Deputy Special Representative of the UN and Humanitarian Coordinator for Somalia, George Conway, in the presence of officials from both sides.

The meeting focused on the dire situation in the Awdal region and Puntland regions, where the crisis has displaced over 280,000 people since last February, including 11,000 in just one week in July.

The Somali government has provided an initial contribution of $700,000 to assist affected communities in Awdal, a vital first step toward a government-led response.

The Commissioner of the Agency emphasized the importance of a collective approach, stating: “No single entity can handle the scale of these disasters. A coordinated plan involving the government, civil society, and our international partners is essential to alleviate the suffering and deliver an effective response.”

For his part, Mr. Conway highlighted the depth of the partnership, adding: “We are extremely concerned about the humanitarian situation, especially the drought’s impact on local communities. Our partnership with SoDMA is vital, and through this joint work, we can ensure our efforts reach the most vulnerable populations in a timely manner.”

The two parties agreed to hold a major national conference aimed at unifying the efforts of all stakeholders, including business leaders, academics, local and international organizations, and donors. The conference will work to formulate a comprehensive strategy for a sustainable and effective response to recurring crises. It was also announced that the next humanitarian forum, which takes place three times a year, will be held in the city of Jowhar.

Background: The Collaboration Between SoDMA and OCHA

The Somali Disaster Management Agency (SoDMA) and the UN Office for the Coordination of Humanitarian Affairs (OCHA) work closely together to address the complex humanitarian challenges in Somalia.

As the lead government agency responsible for disaster management, SoDMA coordinates the national response, while OCHA facilitates coordination among international humanitarian organizations, including UN agencies and NGOs. This collaboration includes information sharing, joint needs assessments, unified strategic planning, and technical support.
