Durable & Resilience Programs Department

Introduction

The Department of Durable Solutions and Resilience (DSRI) was established in 2017 under the former Ministry of Humanitarian and Disaster Management. Today, DSRI operates as a vital department within SoDMA, working across Somalia to assist people displaced by conflict, drought, floods, and other crises.

Our mission is simple: to help people not just survive, but also rebuild—and thrive. From restoring access to essentials like food, water, and protection, to supporting communities with sustainable housing, employment, and safety—our work aims for long-term, lasting change.

We collaborate with local leaders, humanitarian actors, and affected communities to transition from emergency response to sustainable recovery—ensuring no one is left behind.

Mission

  • Leading programs focused on disaster resilience, protection, food security, and displacement support.
  • Training and empowering our team to deliver effectively.
  • Identifying and addressing internal challenges to improve efficiency.
  • Developing tools, guides, and training materials for consistent operations.
  • Keeping up with evolving needs and best practices.
  • Representing DSRI in technical meetings and forums.
  • Supporting proposal development and fundraising efforts.
  • Working closely with other departments and field offices for collaboration and information sharing.
  • Providing regular reports to SoDMA leadership on progress and strategy.

Duties and Responsibilities

1. Disaster Resilience Section

Focused on helping communities prepare for and recover from natural disasters:

  • Collaborate with partners to fund and deliver resilience-building programs.
  • Provide training on climate change adaptation.
  • Identify high-risk communities and equip them to rebuild stronger.
  • Align efforts with local and national development plans.
2. Protection Section

Ensures the dignity, rights, and safety of vulnerable groups:

  • Prioritize protection for children, women, and other at-risk populations.
  • Address gender-based violence, housing and land rights, and mine safety.
  • Strengthen coordination to ensure timely and effective assistance.
3. Camp Coordination & Camp Management (CCCM) Section

Supports people in displacement camps through:

  • Accurate tracking of camp populations and their needs.
  • Ensuring equitable and effective service delivery.
  • Managing camp closures in a respectful and rights-based manner.
  • Advocating for long-term solutions beyond camp life.
4. Durable Solutions Section

Focuses on long-term reintegration and recovery:

  • Coordinate efforts with NGOs and government bodies.
  • Gather and analyze data to inform policy and programming.
  • Advocate for systemic change to enable durable solutions.
  • Support return, relocation, or local integration of displaced populations.
