1) Invitation

The Somali Disaster Management Agency (SoDMA) invites qualified Local Non-Governmental Organizations (LNGOs) with demonstrated presence and operational capacity in Awdal Region to submit an Expression of Interest / Technical Proposal for implementing a 90-day Drought response intervention in Awdal (Borama, Baki, Lughaya, Zeila).

2) Scope of Services (Summary)

The selected Implementing Partner will deliver the following Drought response package:

• WASH Rehabilitation: Rehabilitation of 2 boreholes and 10 shallow wells (including pumping systems, storage, distribution points, fencing/site protection, aprons/covers/hand pumps, and drainage).

RFP-Awdal region (1)

• Food Assistance: Two cycles of food distribution up to 4,000 households (including rice, flour, beans, sugar, dates, oil).

RFP-Awdal region (1)

• Hygiene Kits: Distribution of hygiene kits to 700 households, with clear sourcing and distribution plans.
• Hygiene Promotion & Community Engagement: Community hygiene promotion activities in targeted locations.

3) Contract Duration

90 days from contract signature and mobilization.

 

4) Procurement Approach – Two-Stage Evaluation

This tender will be conducted in two stages:

1. Stage 1 (Technical Only): Submission and evaluation of technical proposals.
2. Stage 2 (Financial): Only technically qualified bidders will be invited to submit the budget/cost proposal.

6) Submission Method and Deadline (Hard Copy)

Bidders must submit two sealed hard copies (Original + Copy) to the SoDMA office, as specified in the RFP.

Submission Deadline: 25^th January 2026, 12:00 PM (mid-day)

Bid Validity: Minimum 60 days
