Monitoring & Evaluation

Needs-based prioritization of future Humanitarian/DRM interventions becomes relatively difficult if the monitoring and evaluation (M&E) of past and ongoing Humanitarian/DRM programs and projects is not done systematically. SoDMA, in collaboration and consultation with State governments, federal departments, institutions, implementing partners and donors, will develop a monitoring, evaluation and learning framework for periodic oversight of the implementation of Humanitarian/DRM activities in Somalia. The framework will aim to objectively evaluate the relevance , effectiveness, efficiency, sustainability and impact of all Humanitarian/DRM intervention in Somalia.

The framework will also, provide unified tools and templates for tracking the implementation status of SoDMA strategic plan and other Humanitarian/DRM related programs and projects at national, state and local levels.

MoHADMs will undertake M&E activities at state and local levels whereas SoDMA will do the same at national level interventions. At the end of each year or the first month of the following year, SoDMA and MoHADMs will share their M&E findings and analysis for subsequent consolidation and sharing with relevant stakeholders. The M&E unit will annually publish a national report on Humanitarian/DRM interventions and present to SoDMA leadership and senior management team.

  • Integration of Humanitarian accountability principles

Monitoring, Evaluation, Accountability & Learning (MEAL)  Department Structure

Duties and responsivities for the sections:

  1. Monitoring and Field Operations Section:
    • Oversees real-time data collection and monitoring of ongoing humanitarian and disaster response activities.
    • Manages field visits, site assessments, and ensures activities align with project plans.
  1. Evaluation and Impact Assessment Section:
    • Conducts evaluations to measure the effectiveness, efficiency, and impact of programs.
    • Analyzes outcomes and provides evidence-based recommendations for improvement.
  2. Data Management and Analysis Section:
    • Collects, manages, and analyzes data using MEAL tools and software.
    • Develops dashboards and visual reports to support data-driven decision-making.
  3. Reporting and Communication Section:
    • Prepares and disseminates MEAL reports, impact stories, and presentations for internal and external stakeholders.
    • Ensures transparency and accountability through regular updates and communication.
  4. Learning and Capacity Building Section:
    • Facilitates training and workshops to enhance staff capacity in MEAL practices.
    • Promotes a culture of learning by sharing lessons learned and best practices within the agency and with partners.
