Job Description

The Somalia Crisis Recovery Project (SCRP, P173315) is a flood and disaster recovery, and reconstruction project financed by the World Bank to the Federal Ministry of Finance (MOF). It supports immediate and sustainable flood recovery and finance activities to mitigate future shocks, by supporting: (a) immediate early floods recovery and service delivery restoration activities; (b) immediate support activities to respond to and mitigate COVID 19; (c) medium-term rehabilitation of flood-impacted infrastructure, services, and livelihoods; (d) elements of immediate and longer-term crisis preparedness and recovery; (e) detailed flood risk management plans, including both structural and non-structural flood risk management solutions for the country; and (f) support to enhance government performance and accountability and citizen engagement in service delivery.

The project components include:

  • Component 1: Immediate basic services and livelihood support for early recovery
  • Component 2: Medium-term flood recovery
  • Component 3: Longer-term disaster risk management and preparedness
  • Component 4: Project Management
  • Component 5: Contingency Emergency Response Component
  • Component 6: Anticipatory and Recovery Support for Addressing Food Insecurity

The Somalia Disaster Management Agency (SODMA) was established in 2011 as a semi-autonomous agency with the aim of finding and promoting durable solutions and management disasters in the country. Its legitimacy was further strengthened in 2016 when the Parliament of the Federal Republic of Somalia enacted law number 17/2016, granting the agency the legal mandate to mitigate to take on the responsibility of lessening the impact, preparing for, responding to, and coordinating both natural and made disasters in the country.

In early 2017, the Ministry of Humanitarian Affairs and Disaster Management (MOHADM) replaced SODMA. However, in August 2022 this decision was reversed and SODMA was reinstated. Under the current arrangement, SODMA is responsible for the oversight and coordination of the entire national disaster risk management function, including early warning, disaster preparedness, disaster response (including displacement), and the development of durable solutions to displacement. In this capacity, SODMA houses the National Emergency Operations Centre (NEOC) and the National Multi-Hazard Early Warning Centre (NMHEWC).

Purpose of the position:

To provide project leadership and technical expertise in disaster management, including project management, flood exposure mapping, management of validation workshops, coordination of National Disaster Management Coordination Committee (NDMCC), review M&E findings and facilitate monthly coordination meetings.

Accountability/Responsibilities:

Flood exposure mapping:

  • Support and guide third part that will conduct flood exposure mapping.
  • Oversee the collection of flood-related data from various sources, including remote sensing, field surveys, and historical records.
  • Ensure the accuracy, completeness, and timeliness of data inputs.
  • Maintain and update databases related to flood exposure and vulnerability.
  • Work closely with other departments, government agencies, NGOs, and community organizations to gather relevant data and share findings.
  • Coordinate with emergency response teams to provide real-time flood exposure information during flood events.
  • Document methodologies, procedures, and best practices for flood exposure mapping.
  • Engage with local communities to understand their experiences and gather local knowledge on flood risks.

Facilitate validation of contingency Plans:

  • Support the review and development of contingency plans in Hi
  • Work with local stakeholders to identify potential risks and develop appropriate response strategies.
  • Facilitate mobilization and training sessions for stakeholders on the implementation of contingency plans.
  • Support local community mobilization during the development of contingency plan.

Formation of National Disaster Management Coordination Committee (NDMCC):

  • Facilitate formation of National Disaster Management Coordination Committee
  • Coordinate and integrate disaster management plans across federal, state, and local levels.
  • Ensure alignment with international standards and best practices.
  • Ensure establishment of structure Chairperson, vice-Chairperson, Secretariat and Subcommittees:

Oversees and guides the following deliverable by a third party consultant

  • Development of regulatory framework and SOPs for early warning and response efforts on floods and drought
  • Strengthening of early warning dissemination systems
  • Enhancement of awareness of hazards, disaster information and early warning systems
  • Increased access to data for emergency preparedness and response
  • Establishment of cloud-based data system for timely update on flood and drought exposure

Project Management and Monitoring:

  • Provide a comprehensive platform for managing, monitoring, and ensuring compliance throughout the project lifecycle.
  • Develop and maintain project plans, schedules, and progress-tracking systems.
  • Ensure all project activities comply with relevant regulations and standards.

Validation Workshops:

  • Facilitate the validation workshop for disaster management guidelines at the state level.
  • Coordinate with relevant stakeholders to organize and conduct validation workshops.
  • Collect and incorporate feedback from workshops to finalize disaster management guidelines.
  • Ensure guidelines are disseminated and understood by all relevant parties

Monthly Progress Updates:

  • Provide monthly progress updates on the SCRP-component 3 project in th
  • Prepare detailed reports highlighting achievements, challenges, and next steps.
  • Present updates to project stakeholders, including government agencies, NGOs, and community representatives.
  • Provide project progress updates to the Project Steering committee (PSC).
  • Ensure transparency and accountability in project reporting.

Financial Accountability:

  • Provide financial accountability for resources utilized to validate and establish community coordination committees.
  • Maintain accurate records of financial transactions and expenditures related to the project.
  • Prepare financial reports and submit them to the Project Director as required.

Skills & Qualifications

  •  A master’s degree in Disaster Management, Environmental Science, or International Development.
  •  A minimum of 6 years of experience in project management, preferably in the field of disaster risk management and capacity strengthening
  • Experience in coordinating and managing complex projects, including budgeting, planning, and reporting.
  • Established track record of successful collaboration with government agencies, NGOs, and local communities.
  • Outstanding communication and interpersonal abilities, enabling effective engagement and collaboration with a diverse range of stakeholders.
  • Proficiency in DRM and early warning system tools and software
