Mogadishu, Thursday, 05 February 2026 — The Council of Ministers of the Federal Government of Somalia held its regular weekly meeting today, where members received updates on the drought situation across the country and its impact on access to water and food. The Government announced that urgent response measures are being planned to address the worsening humanitarian conditions.
The meeting was chaired by the Prime Minister of the Federal Republic of Somalia, H.E. Hamza Abdi Barre, and approved the Regulation of the National Fund for Risk and Disaster Management. The new regulation sets out a unified legal and administrative framework for disaster preparedness, prevention, and response to both natural and human-induced disasters.
The core objective of the regulation is to strengthen cooperation between government institutions and communities, enabling more timely, coordinated, and effective responses to risks and disasters nationwide.
The Commissioner of the Somali Disaster Management Agency (SoDMA), Mr. Mahmoud Moallin Abdulle, who attended the Council session, welcomed the approval and underscored the regulation’s importance in reinforcing Somalia’s national emergency response capacity.
During the meeting, the SoDMA Commissioner also briefed the Council in detail on the severe drought affecting many parts of Somalia and its serious impact on daily life, particularly access to clean water and food. He emphasized the urgent need to scale up and accelerate emergency relief actions to support affected communities.
