Somali Disaster Management Agency (SoDMA) Oversight Report

EMERGENCY FOOD DISTRIBUTION – GUBADLEY DISTRICT, BANADIR REGION

Date of Activity: October 13 & 15, 2025

Prepared by: Somali Disaster Management Agency (SoDMA)

In Collaboration with: Secours Islamique France (SIF), KARDO AID, and the Gubadley District Commissioner’s Office

BACKGROUND

As part of its ongoing mandate to oversee and coordinate humanitarian responses across Somalia, the Somali Disaster Management Agency (SODMA) provided oversight to a recent emergency food distribution in Gubadley District, Banadir Region. The intervention was led by Secours Islamique France (SIF) and implemented through its local partner KARDO AID, under the Integrated Humanitarian Aid Project. This initiative targets the urgent needs of vulnerable and conflict-affected populations in hard-hit regions.

ACTIVITY OVERVIEW

Responding to the SODMA advisory calling for swift and coordinated action in food, nutrition, and Water, Sanitation, and Hygiene (WASH) services—which specifically appealed to humanitarian organizations, international donors, Somalia’s private sector, and diaspora networks to provide immediate assistance to communities facing acute humanitarian needs—SIF, in collaboration with KARDO AID, the Gubadley District Commissioner’s Office, and under the coordination of SODMA, successfully distributed emergency food assistance to 280 vulnerable and conflict-displaced households in Gubadley District, Banadir Region. The intervention forms part of ongoing efforts to support communities affected by displacement and recurrent shocks and conflicts, aiming to address urgent food security and nutrition needs among the most affected families.

Each targeted household received a comprehensive, live-saving food basket consisting of staple items such as rice, flour, sugar, pulses, dates, cooking oil, and salt, carefully measured to meet immediate household food needs and improve short-term food security among the most vulnerable families. This initiative aligns with SIF’s broader humanitarian objective to strengthen food security, support recovery, and protect the lives and dignity of crisis-affected populations in Somalia.

Subsequently, on October 15, 2025, the distribution of Non-Food Items (NFIs) kits and essential WASH materials was successfully completed.  Each household also received a package of essential NFIs, including soaps, sleeping mats, plastic sheets, jerrycans, shower buckets, robes, and blankets, along with critical WASH materials such as dignity kits and aqua tabs. The intervention also included the construction of seven latrines across the targeted IDP camps to enhance sanitation and hygiene conditions within the communities. The exercise was carried out jointly with the participation of government representatives, community leaders, and project and camp management committees, ensuring a transparent and inclusive process.

The operations targeted six IDP camps identified as the most vulnerable following the joint Rapid Needs Assessment (RNA) led by OCHA earlier this year.  In parallel, the intervention included the construction of seven latrines within the IDP camps to improve sanitation and reduce public health risks. Hygiene promotion activities were also ongoing, potentially reaching over 1,800 individuals with key health and hygiene messages.

IMPLEMENTATION AND OVERSIGHT

The food distribution was conducted in a transparent and well-coordinated manner, involving key stakeholders including, Community leaders, Camp management committees, Local authorities, District administration and SODMA.

This inclusive approach ensured that targeting was fair and aligned with the vulnerability criteria agreed upon in coordination meetings.

In the capacity of the Food Security Director, SODMA provided technical and operational oversight, ensuring that the activity adhered to humanitarian standards, government guidelines, and beneficiary accountability frameworks.

PLANNED FOLLOW-UP ACTIVITIES

To ensure a continued and integrated response, SIF and KARDO AID have planned the following follow-up actions in Gubadley District:

  1. Ongoing WASH and hygiene promotion activities which will benefit 1,800 individuals
  2. Handover of constructed latrines
  3. Post-Distribution Monitoring (PDM) surveys

These activities are aimed at improving living conditions, reducing disease outbreaks, and enhancing community resilience.

ACKNOWLEDGEMENTS

SODMA appreciates the strong coordination and collaboration demonstrated by all partners involved in this response. Special recognition goes to:

  1. SIF for its financial and technical support
  2. KARDO AID for its effective implementation on the ground
  3. The Gubadley District Commissioner’s Office for facilitating access and local coordination
  4. Community members and leaders for their cooperation and engagement throughout the process

CONCLUSION

The successful execution of this comprehensive emergency response intervention highlights the importance of coordinated humanitarian action. SoDMA remains committed to working with local and international partners to ensure that humanitarian assistance reaches the most vulnerable populations in a timely and effective manner.

SODMA commends the close collaboration between its partners—Secours Islamique France (SIF), KARDO AID, and the Gubadley District Commissioner’s Office—for their coordinated efforts in implementing this timely emergency response.

This intervention forms part of SODMA’s continued commitment to strengthening coordinated humanitarian action and ensuring that assistance reaches the most vulnerable households across Somalia.

THE END
