Baidoa, Somalia – August 6, 2025
The Minister of Humanitarian Affairs and Disaster Management of Galmudug State, Mr. Abdirahman Mohamed Diiriye (Makaawi), delivered a compelling address today at the official opening of the Country Humanitarian Forum (CHF-2025) in Baidoa, the interim capital of South West State.

In his speech, Minister Makaawi extended heartfelt gratitude to the President of South West State, H.E. Abdiaziz Hassan Mohamed Lafta-gareen, for hosting this critical national gathering. He also praised the strong presence of federal and regional leaders, representatives from the United Nations, international NGOs, and Somali civil society organizations who have come together to address the country’s deepening humanitarian crisis.

Minister Makaawi emphasized the urgency and complexity of Somalia’s humanitarian landscape, noting that climate change, prolonged drought, widespread displacement, and insecurity are continuing to threaten the lives and livelihoods of millions across the country. He pointed out that Galmudug remains one of the most vulnerable regions, with communities requiring immediate relief and long-term, sustainable support.

In highlighting the key issues, the Minister drew attention to two pressing challenges:

• Funding Shortages – He warned that the widening financial gap is severely affecting the delivery of lifesaving humanitarian services. Without increased and timely funding, many of the most vulnerable populations risk being left without essential support.

• Widespread Displacement – Mr. Makaawi underscored the impact of conflict and insecurity, particularly in Hirshabelle and the North-Eastern regions (SSC-Khaatumo), which have triggered large-scale displacement. He noted that this has placed additional pressure on humanitarian infrastructure already stretched thin.

 

Calling for urgent reforms, Minister Makaawi urged all stakeholders to move beyond traditional models of aid delivery. He advocated for the establishment of a Somali-led humanitarian system that strengthens local capacities and aligns with this year’s CHF-2025 theme: “Driving Localized, Inclusive, and Resilient Humanitarian Action Amid Rising Needs in Somalia.”

The Country Humanitarian Forum, organized by the Somali Disaster Management Agency (SoDMA), aims to foster deeper collaboration among national and international actors, promote locally driven solutions, and enhance the efficiency and effectiveness of humanitarian assistance across Somalia.

As the forum continues, Minister Makaawi’s message serves as a powerful reminder of the need for unity, innovation, and sustained investment to respond to Somalia’s growing humanitarian challenges.
