1. Background
The Federal Government of Somalia has received financing from the African Development Bank under the Multinational Climate Disaster Risk Financing Project (CDRF–ADRiFi Project). The Somali Disaster Management Agency (SoDMA) and the Ministry of Environment and Climate Change are beneficiaries of the grant component of the Project and intend to apply part of the proceeds to finance consulting services under the CDRF–ADRiFi Project.
The Somali Disaster Management Agency (SoDMA), as the national lead institution for disaster risk management, has established a Project Implementation Unit (PIU) responsible for the day-to-day planning, coordination, and implementation of project activities under the CDRF–ADRiFi Project.
The project aims to enhance Somalia’s resilience and response to climate shocks by strengthening the management of climate disaster risks through sustainable financing mechanisms.
This assignment falls under Component 1: Setting up an enabling environment for the adoption of climate risk financing instruments in Somalia, specifically under Sub-component 1.2: Enhancing understanding of climate risk financing instruments, including index-based insurance, by relevant stakeholders in Somalia (Government institutions, insurance regulators, private insurance companies, farmers, cooperatives, and community organizations).
Somalia continues to face recurrent droughts and floods that disproportionately affect women and girls, limiting their access to productive resources and decision-making processes. This consultancy aims to generate evidence-based recommendations that will help integrate gender considerations into national climate risk financing strategies and ensure equitable access to such instruments.
2. Objective of the Assignment
To assess the gendered impacts of droughts and floods on women and girls in Somalia and to identify socio-economic, cultural, and institutional barriers that limit their participation in and access to climate risk financing instruments, particularly index-based insurance.
3. Scope of Services
The Consultant will be responsible for:
- Conducting a comprehensive desk review of relevant literature, national policies, and frameworks on disaster risk management, climate change adaptation, gender equality, and financial protection mechanisms.
- Documenting gender-differentiated impacts of droughts and floods on women, men, girls, boys, and persons with disabilities in Somalia.
- Identifying barriers social, economic, and institutional that hinder women’s and girls’ participation in and access to climate risk financing mechanisms.
- Conducting field-level consultations through key informant interviews (KIIs), focus group discussions (FGDs), and community dialogues with relevant stakeholders.
- Assessing the integration of gender considerations within existing disaster risk management and financial protection policies.
- Organizing and facilitating a validation workshop with stakeholders to refine and confirm findings.
- Producing a final gender analysis report with actionable recommendations and an implementation roadmap for SoDMA and its partners.
4. Duration and Duty Station
- Duration: The consultancy will be conducted over a period of 45 working days,
- Duty Station: Mogadishu, Somalia, with travel to the FMS as required
5. Qualification and Experience Requirements
Applicants must meet the following requirements:
- Advanced degree (Master’s or higher) in Gender Studies, Development Studies, Social Sciences, or a related field.
- Minimum of 7 years of relevant professional experience in gender analysis, climate change adaptation, or disaster risk management.
- Proven experience with climate risk financing, financial inclusion, or index-based insurance is highly desirable.
- Experience working in Somalia or the Horn of Africa region.
- Demonstrated expertise in participatory research, stakeholder engagement, and facilitation of workshops.
- Excellent analytical, report-writing, and communication skills in both English and Somali.

8. Selection Criteria and Evaluation Matrix
8.1 Selection Criteria
The selection (shortlisting) of the National Individual Consultant will be carried out in accordance with the African Development Bank (AfDB) Individual Consultant Selection (ICS) method, based on a review of Expressions of Interest received.
Consultants will be evaluated on the basis of their academic qualifications, relevant professional experience, technical capacity, and demonstrated ability to undertake a gender analysis on the impacts of droughts and floods on women and girls in Somalia.
The key selection criteria are as follows:
- Academic Qualifications
Advanced university degree (Master’s level or higher) in Gender Studies, Development Studies, Social Sciences, Climate Change, Disaster Risk Management, or a closely related field. - Relevant Professional Experience
At least seven (7) years of progressively responsible experience in gender analysis, gender-responsive programming, climate change adaptation, disaster risk management, or related areas. - Technical Expertise in Gender and Climate Risks
Demonstrated experience in assessing gender-differentiated impacts of climate shocks (droughts, floods), gender inequality, vulnerability analysis, and women’s access to financial protection or resilience mechanisms. - Experience in Participatory Research and Stakeholder Engagement
Proven ability to conduct key informant interviews (KIIs), focus group discussions (FGDs), community consultations, and to facilitate validation or dissemination workshops. - Relevant Similar Assignments / Deliverables
Track record of producing high-quality analytical reports, gender assessments, policy briefs, or research outputs related to gender, climate change, disaster risk, or social inclusion. - Country / Fragile Context Experience
Experience working with government institutions, development partners, or humanitarian projects in fragile and conflict-affected contexts; prior experience in Somalia or the Horn of Africa is a strong advantage. - Communication and Reporting Skills
Strong analytical, writing, and presentation skills, with demonstrated ability to translate research findings into clear, actionable recommendations. - Language Proficiency
Fluency in written and spoken English is required. Proficiency in Somali is an added advantage
8.2 Evaluation Matrix
Eligible candidates will be scored based on the evaluation matrix below. The maximum score is 100 points, and only the highest-ranked candidates, with at least 70 scores, will be shortlisted for further steps (as applicable).
