Communique of the Country Humanitarian Forum (CHF) Galkayo, Galmudug State 22nd April, 2025
Under the great hospitality of Government of Galmudug state and the leadership of the Somalia Disaster Management Agency (SoDMA), the Country Humanitarian forum (CHF) is convened its first 2025quarterly session on 22nd April 2025. The forum brought together high-level representatives from the Federal Government of Somalia, Federal Member States, diplomatic missions, UN Agencies, the Organization of Islamic Cooperation (OIC), local and international NGOs, the private sector, and civil society organizations.
The Forum:
- Extends vast appreciation and thanks to the Korea International Cooperation Agency (KOICA) and the United Nations Population Fund (UNFPA) for their generous support in
enabling this important forum. Their continued partnership has been instrumental in advancing humanitarian coordination and resilience efforts across Somalia. - Takes note on the opening statements H.E Mohamud Moallim, the commissioner of Somali Disaster Management agency, H.E. Abdirahman Mohamed Dirie, the Minister of
Humanitarian affairs and disaster Management of Galmudug State, and as well as H.E Goerge Conway, the Deputy Special Representative of the secretary General, Resident & Humanitarian Coordinator (DSRSG/RC/HC), highlighting the collective efforts by Federal Member States (FMS), Banadir Regional Administration (BRA), and humanitarian
stakeholders and addressing the ongoing efforts in strengthening coordination and enhancing emergency responses in Somalia. - Presented in-depth the overview of the current drought situation, preparedness strategies, ongoing humanitarian responses, and urgent actions needed for recovery and resilience building, as well as revealing the importance of integrating long-term resilience building and preparedness into humanitarian response frameworks.
- Delivered a comprehensive analysis of the changing humanitarian funding landscape, underscoring the impact of funding cuts on service delivery and the broader humanitarian
response by stressing that the funding shortfall is not just a number, it’s a threat to the life of people of Somalia, and specially to the vulnerable communities, and consequently, urged donors and partners to commit sustainable funding. - Remarked on the need for the urgent provision of humanitarian assistance including food, shelter, and healthcare intended to the escalating displaced populations due to the liberation of new areas, calling for collective responsibility and sustained engagement to address the multifaceted challenges posed by drought, displacement, and emergencies.
- Presented the role of the National Identification and Registration Authority (NIRA) and its significance in facilitating the accountability of humanitarian aid delivery to affected populations, ensuring that assistance reaches the right people at the right time by providing a reliable and unified system of identification. Hence, Somalia continues to face complex humanitarian crises, a robust of national identification system is essential not only for improving aid effectiveness but also for supporting broader governance, social protection, and recovery efforts.
- Affirmed a collective commitment to coordinated, principled, and resilient humanitarian actions and urged all stakeholders should remain proactive, resourceful, and inclusive in shaping Somalia’s humanitarian landscape amid compounding crises.
Key Recommendations:
- Empowering state-level actors and regional administrations to play a bigger role in shaping response plans.
- Scaling up digital registration and identity tools for tracking and accountability of the humanitarian aid delivery to the affected populations.
- Enhancing community engagement through involving the targeted populations in all phases of humanitarian interventions that include planning, implementation, and monitoring of humanitarian efforts.
