It supports immediate and sustainable flood recovery and finance activities to mitigate future shocks, by supporting: (a) immediate early floods recovery and service delivery restoration activities; (b) immediate support activities to respond to and mitigate COVID 19; (c) medium-term rehabilitation of flood-impacted infrastructure, services, and livelihoods; (d) elements of immediate and longer-term crisis preparedness and recovery; (e) detailed flood risk management plans, including both structural and non-structural flood risk management solutions for the country; and (f) support to enhance government performance and accountability and citizen engagement in service delivery.<\/p>\n<p><strong>The project components include:<\/strong><\/p>\n<ul>\n<li>Component 1: Immediate basic services and livelihood support for early recovery<\/li>\n<li>Component 2: Medium-term flood recovery<\/li>\n<li>Component 3: Longer-term disaster risk management and preparedness<\/li>\n<li>Component 4: Project Management<\/li>\n<li>Component 5: Contingency Emergency Response Component<\/li>\n<li>Component 6: Anticipatory and Recovery Support for Addressing Food Insecurity<\/li>\n<\/ul>\n<p>The Somalia Disaster Management Agency (SODMA) was established in 2011 as a semi-autonomous agency with the aim of finding and promoting durable solutions and management disasters in the country. Its legitimacy was further strengthened in 2016 when the Parliament of the Federal Republic of Somalia enacted law number 17\/2016, granting the agency the legal mandate to mitigate to take on the responsibility of lessening the impact, preparing for, responding to, and coordinating both natural and made disasters in the country.<\/p>\n<p>In early 2017, the Ministry of Humanitarian Affairs and Disaster Management (MOHADM) replaced SODMA. However, in August 2022 this decision was reversed and SODMA was reinstated. Under the current arrangement, SODMA is responsible for the oversight and coordination of the entire national disaster risk management function, including early warning, disaster preparedness, disaster response (including displacement), and the development of durable solutions to displacement. In this capacity, SODMA houses the National Emergency Operations Centre (NEOC) and the National Multi-Hazard Early Warning Centre (NMHEWC).<\/p>\n<p><strong>Purpose of the position:<\/strong><\/p>\n<p>The position will act as a technical lead to SoDMA in a project \u201cStrengthening and linking federal and State Early Warning Systems\u201d. The advisor will help project team to deliver project deliverables including Development of National Disaster Management Guidelines, Developed regulatory framework and SOPs for early warning and response efforts on floods and drought, Establishment of integrated institutional coordination mechanisms, Enhanced early warning dissemination systems and Enhanced awareness of hazards, disaster information and early warning systems. The advisor will report to DRM director.<\/p>\n<p><strong>Main duties and responsibilities:<\/strong><\/p>\n<p>The consultant will advise SoDMA on strengthening and linking Federal and State early warning systems by delivering :\u2013<\/p>\n<ul>\n<li>Development of national disaster management guidelines and validating at state level<\/li>\n<li>Development of regulatory framework and SOPs for early warning and response efforts on floods (Hirshabelle state) and Droughts (Southwest state)<\/li>\n<li>Advising the project team on establishment of integrated institutional coordination mechanisms.
