Background<\/strong><\/h2>\n<p>The Federal Government of Somalia has received financing from the African Development Bank under the Multinational Climate Disaster Risk Financing Project (CDRF\u2013ADRiFi Project). The Somali Disaster Management Agency (SoDMA) and the Ministry of Environment and Climate Change are beneficiaries of the grant component of the Project and intend to apply part of the proceeds to finance consulting services under the CDRF\u2013ADRiFi Project.<\/p>\n<p>The Somali Disaster Management Agency (SoDMA), as the national lead institution for disaster risk management, has established a Project Implementation Unit (PIU) responsible for the day-to-day planning, coordination, and implementation of project activities under the CDRF\u2013ADRiFi Project.<\/p>\n<h2><strong>2. Objective<\/strong><\/h2>\n<p>To design and support implementation of a community-focused early warning and information system, including baseline local knowledge assessment, community-led M&amp;E for EWS, EWS action plan and communication strategy.<\/p>\n<h2><strong>3. Scope of Services<\/strong><\/h2>\n<p>The consultant will:<\/p>\n<ul>\n<li>produce an inception report and tools (including ethics, gender and protection considerations);<\/li>\n<li>conduct baseline local knowledge assessments (FGDs, KIIs, participatory mapping, surveys);<\/li>\n<li>design community-based EWS M&amp;E framework and training materials;<\/li>\n<li>develop community EWS model, thresholds\/triggers, SOPs and EWS action plan;<\/li>\n<li>develop multi-channel communication strategy and IEC materials; and<\/li>\n<li>deliver a final consolidated report and knowledge sharing session<\/li>\n<\/ul>\n<h2><strong>4. Duration and Duty Station<\/strong><\/h2>\n<ul>\n<li><strong>Duration:<\/strong> <strong>6 months (maximum)<\/strong><\/li>\n<li><strong>Duty Station:<\/strong> Mogadishu, with travel to the four pilot districts as required<\/li>\n<\/ul>\n<h2><strong>5. Qualification Requirements<\/strong><\/h2>\n<p>The assignment requires an Individual Consultant with the following minimum qualifications:<\/p>\n<ul>\n<li>Advanced degree in DRM, climate change, environmental or social sciences (or related);<\/li>\n<li>at least 5 years\u2019 experience in community-based DRR\/climate resilience and\/or early warning systems;<\/li>\n<li>demonstrated experience in participatory assessments and community engagement in fragile contexts;<\/li>\n<li>ability to design practical community-owned tools and frameworks;<\/li>\n<li>strong English writing skills; Somali advantage; and<\/li>\n<li>experience working with government institutions<\/li>\n<\/ul>\n<h2><strong>6. Selection Criteria and Evaluation Matrix<\/strong><\/h2>\n<h3>8.1 Selection Criteria<\/h3>\n<p>The selection (shortlisting) of the National Individual Consultant will be carried out using the Individual Consultant Selection (ICS) method. Expressions of Interest will be evaluated based on the consultant\u2019s demonstrated qualifications, relevant experience, and technical capacity to design and support implementation of a community-focused early warning and information system, including baseline local knowledge assessment, community-led M&amp;E for EWS, EWS action planning, and communication strategy.<\/p>\n<p>The main criteria for evaluation will include:<\/p>\n<ol>\n<li>Academic Qualifications: Master\u2019s degree in disaster risk management (DRM), climate change, environmental science, social sciences, or related field.<\/li>\n<li>Relevant Professional Experience: At least five (5) years of experience in community-based disaster risk reduction (DRR), climate resilience, and\/or early warning systems.<\/li>\n<li>Participatory Assessment &amp; Community Engagement: Demonstrated experience conducting baseline assessments using participatory methods such as FGDs, KIIs, surveys, and participatory mapping, particularly in fragile or low-capacity contexts.<\/li>\n<li>Community-Based EWS Design and Operationalization: Ability to develop practical community-owned EWS models, including thresholds\/triggers, SOPs, action plans, and community-led monitoring frameworks.<\/li>\n<li>M&amp;E Framework Development and Training: Experience designing community-friendly M&amp;E tools, training materials, and supporting capacity strengthening for local stakeholders.<\/li>\n<li>Risk Communication and IEC Materials: Experience designing multi-channel communication strategies and producing IEC materials suitable for community uptake.<\/li>\n<li>Institutional Experience: Experience working with government institutions and coordinating with stakeholders at national and district level.<\/li>\n<li>Language and Reporting Skills: Strong English writing skills and ability to produce clear reports and tools; Somali language skills will be an advantage.<\/li>\n<\/ol>\n<p><strong>8.2 Evaluation Matrix<\/strong><\/p>\n<p>Eligible candidates will be scored out of 100 points using the evaluation matrix below.
