Background<\/strong><\/h2>\n<p>The Federal Government of Somalia has received financing from the African Development Bank under the <strong>Multinational Climate Disaster Risk Financing Project (CDRF\u2013ADRiFi Project)<\/strong><strong>. <\/strong>The <strong>Somali Disaster Management Agency (SoDMA)<\/strong> and the <strong>Ministry of Environment and Climate Change<\/strong> are beneficiaries of the grant component of the Project and intend to apply part of the proceeds to finance consulting services under the CDRF\u2013ADRiFi Project.<\/p>\n<p>The Somali Disaster Management Agency (SoDMA), as the national lead institution for disaster risk management, has established a <strong>Project Implementation Unit (PIU)<\/strong> responsible for the day-to-day planning, coordination, and implementation of project activities under the CDRF\u2013ADRiFi Project.<\/p>\n<p>The project aims to enhance Somalia\u2019s resilience and response to climate shocks by strengthening the management of climate disaster risks through sustainable financing mechanisms.<\/p>\n<p>This assignment falls under <strong>Component 1: Setting up an enabling environment for the adoption of climate risk financing instruments in Somalia<\/strong><strong>, <\/strong>specifically under <strong>Sub-component 1.2: Enhancing understanding of climate risk financing instruments, including index-based insurance, by relevant stakeholders in Somalia (Government institutions, insurance regulators, private insurance companies, farmers, cooperatives, and community organizations)<\/strong><strong>.<\/strong><\/p>\n<p>Somalia continues to face recurrent droughts and floods that disproportionately affect women and girls, limiting their access to productive resources and decision-making processes. This consultancy aims to generate evidence-based recommendations that will help integrate gender considerations into national climate risk financing strategies and ensure equitable access to such instruments.<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>2. Objective of the Assignment<\/strong><\/h2>\n<p>To assess the <strong>gendered impacts of droughts and floods on women and girls in Somalia<\/strong> and to identify socio-economic, cultural, and institutional barriers that limit their participation in and access to <strong>climate risk financing instruments<\/strong>, particularly <strong>index-based insurance<\/strong>.<\/p>\n<h2><strong>3. Scope of Services<\/strong><\/h2>\n<p>The Consultant will be responsible for:<\/p>\n<ul>\n<li>Conducting a comprehensive <strong>desk review<\/strong> of relevant literature, national policies, and frameworks on disaster risk management, climate change adaptation, gender equality, and financial protection mechanisms.<\/li>\n<li><strong>Documenting gender-differentiated impacts<\/strong> of droughts and floods on women, men, girls, boys, and persons with disabilities in Somalia.<\/li>\n<li>Identifying <strong>barriers<\/strong> social, economic, and institutional that hinder women\u2019s and girls\u2019 participation in and access to climate risk financing mechanisms.<\/li>\n<li>Conducting <strong>field-level consultations<\/strong> through key informant interviews (KIIs), focus group discussions (FGDs), and community dialogues with relevant stakeholders.<\/li>\n<li>Assessing the integration of gender considerations within existing disaster risk management and financial protection policies.<\/li>\n<li><strong>Organizing and facilitating a validation workshop<\/strong> with stakeholders to refine and confirm findings.<\/li>\n<li>Producing a <strong>final gender analysis report<\/strong> with actionable recommendations and an implementation roadmap for SoDMA and its partners.<\/li>\n<\/ul>\n<h2><strong>4. Duration and Duty Station<\/strong><\/h2>\n<ul>\n<li><strong>Duration:<\/strong> The consultancy will be conducted over a period of 45 working days,<\/li>\n<li><strong>Duty Station:<\/strong> Mogadishu, Somalia, with travel to the FMS as required<\/li>\n<\/ul>\n<h2><strong>5. Qualification and Experience Requirements<\/strong><\/h2>\n<p>Applicants must meet the following requirements:<\/p>\n<ul>\n<li>Advanced degree (Master\u2019s or higher) in Gender Studies, Development Studies, Social Sciences, or a related field.<\/li>\n<li>Minimum of 7 years of relevant professional experience in gender analysis, climate change adaptation, or disaster risk management.<\/li>\n<li>Proven experience with climate risk financing, financial inclusion, or index-based insurance is highly desirable.<\/li>\n<li>Experience working in Somalia or the Horn of Africa region.<\/li>\n<li>Demonstrated expertise in participatory research, stakeholder engagement, and facilitation of workshops.<\/li>\n<li>Excellent analytical, report-writing, and communication skills in both English and Somali.<\/li>\n<\/ul>\n<h2><strong>6. Selection Criteria and Evaluation Matrix<\/strong><\/h2>\n<h3>8.1 Selection Criteria<\/h3>\n<p>The selection (shortlisting) of the <strong>National Individual Consultant<\/strong> will be carried out in accordance with the <strong>African Development Bank (AfDB) Individual Consultant Selection (ICS) method<\/strong>, based on a review of Expressions of Interest received.<\/p>\n<p>Consultants will be evaluated on the basis of their <strong>academic qualifications, relevant professional experience, technical capacity, and demonstrated ability<\/strong> to undertake a gender analysis on the impacts of droughts and floods on women and girls in Somalia.<\/p>\n<p>The key selection criteria are as follows:<\/p>\n<ol>\n<li><strong>Academic Qualifications<\/strong><br \/>\nAdvanced university degree (Master\u2019s level or higher) in Gender Studies, Development Studies, Social Sciences, Climate Change, Disaster Risk Management, or a closely related field.<\/li>\n<li><strong>Relevant Professional Experience<\/strong><br \/>\nAt least <strong>seven (7) years<\/strong> of progressively responsible experience in gender analysis, gender-responsive programming, climate change adaptation, disaster risk management, or related areas.<\/li>\n<li><strong>Technical Expertise in Gender and Climate Risks<\/strong><br \/>\nDemonstrated experience in assessing gender-differentiated impacts of climate shocks (droughts, floods), gender inequality, vulnerability analysis, and women\u2019s access to financial protection or resilience mechanisms.<\/li>\n<li><strong>Experience in Participatory Research and Stakeholder Engagement<\/strong><br \/>\nProven ability to conduct key informant interviews (KIIs), focus group discussions (FGDs), community consultations, and to facilitate validation or dissemination workshops.<\/li>\n<li><strong>Relevant Similar Assignments \/ Deliverables<\/strong><br \/>\nTrack record of producing high-quality analytical reports, gender assessments, policy briefs, or research outputs related to gender, climate change, disaster risk, or social inclusion.<\/li>\n<li><strong>Country \/ Fragile Context Experience<\/strong><br \/>\nExperience working with government institutions, development partners, or humanitarian projects in fragile and conflict-affected contexts; prior experience in Somalia or the Horn of Africa is a strong advantage.<\/li>\n<li><strong>Communication and Reporting Skills<\/strong><br \/>\nStrong analytical, writing, and presentation skills, with demonstrated ability to translate research findings into clear, actionable recommendations.<\/li>\n<li><strong>Language Proficiency<\/strong><br \/>\nFluency in written and spoken English is required. Proficiency in Somali is an added advantage<\/li>\n<\/ol>\n<h3>8.2 Evaluation Matrix<\/h3>\n<p>Eligible candidates will be scored based on the evaluation matrix below.
