The Government announced that urgent response measures are being planned to address the worsening humanitarian conditions.<\/p>\n<p data-start=\"480\" data-end=\"845\">The meeting was chaired by the Prime Minister of the Federal Republic of Somalia, <strong data-start=\"562\" data-end=\"587\">H.E. Hamza Abdi Barre<\/strong>, and approved the <strong data-start=\"606\" data-end=\"674\">Regulation of the National Fund for Risk and Disaster Management<\/strong>. The new regulation sets out a unified legal and administrative framework for disaster preparedness, prevention, and response to both natural and human-induced disasters.<\/p>\n<p data-start=\"847\" data-end=\"1055\">The core objective of the regulation is to strengthen cooperation between government institutions and communities, enabling more timely, coordinated, and effective responses to risks and disasters nationwide.<\/p>\n<p data-start=\"1057\" data-end=\"1319\">The Commissioner of the Somali Disaster Management Agency (SoDMA), <strong data-start=\"1124\" data-end=\"1155\">Mr. Mahmoud Moallin Abdulle<\/strong>, who attended the Council session, welcomed the approval and underscored the regulation\u2019s importance in reinforcing Somalia\u2019s national emergency response capacity.<\/p>\n<p data-start=\"1321\" data-end=\"1650\" data-is-last-node=\"\" data-is-only-node=\"\">During the meeting, the SoDMA Commissioner also briefed the Council in detail on the severe drought affecting many parts of Somalia and its serious impact on daily life, particularly access to clean water and food.
