Mahamud Moallin Abdulle, participated in the launch ceremony of the 2026 Humanitarian Needs and Response Plan (HNRP),<\/strong> which serves as the backbone for coordinating life-saving emergency response and the delivery of urgent humanitarian assistance across the country.<\/p>\n<p data-start=\"500\" data-end=\"949\">The Commissioner of the National Disaster Management Agency stated that the HNRP is the most important instrument for <strong data-start=\"618\" data-end=\"653\">prioritizing humanitarian needs<\/strong>, <strong data-start=\"655\" data-end=\"671\">saving lives<\/strong>, and <strong data-start=\"677\" data-end=\"735\">delivering assistance based on humanitarian principles<\/strong> to the most vulnerable populations.
