He emphasized that response measures must be driven by <strong data-start=\"584\" data-end=\"629\">accurate information and timely decisions<\/strong>, rather than broad or generalized plans, to protect the most vulnerable communities and strengthen collaboration between government institutions and humanitarian actors.<\/p>\n<p data-start=\"801\" data-end=\"1190\">The meeting focused on areas facing the most severe conditions, particularly locations classified under <strong data-start=\"905\" data-end=\"920\">IPC Phase 4<\/strong>, and aimed to develop a <strong data-start=\"945\" data-end=\"977\">cost-effective response plan<\/strong> with clearly defined costs, roles, and responsibilities. Participants also reviewed ongoing interventions and agreed on the need to <strong data-start=\"1110\" data-end=\"1139\">scale up existing efforts<\/strong> to prevent further deterioration of the situation.<\/p>\n<p data-start=\"1192\" data-end=\"1457\" data-is-last-node=\"\" data-is-only-node=\"\">Concluding his remarks, Commissioner Mohamuud Moalin Abdulle urged all partners to <strong data-start=\"1275\" data-end=\"1307\">act swiftly and collectively<\/strong>, stressing that the outcomes of the meeting will have a direct impact on mitigating the effects of drought and saving the
