The initiative, coordinated by SoDMA, aimed to <strong data-start=\"508\" data-end=\"563\">alleviate critical food insecurity and malnutrition<\/strong> among vulnerable households in <strong data-start=\"595\" data-end=\"632\">Gubadley District, Banadir Region<\/strong>.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Somali Disaster Management Agency (SoDMA) Oversight Report<\/strong><\/p>\n<p><strong>EMERGENCY FOOD DISTRIBUTION \u2013 GUBADLEY DISTRICT, BANADIR REGION<\/strong><\/p>\n<p><strong>Date of Activity:<\/strong> October 13 &amp; 15, 2025<\/p>\n<p><strong>Prepared by:<\/strong> Somali Disaster Management Agency (SoDMA)<\/p>\n<p><strong>In Collaboration with:<\/strong> Secours Islamique France (SIF), KARDO AID, and the Gubadley District Commissioner\u2019s Office<\/p>\n<p><strong><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-7622\" src=\"https:\/\/sodma.gov.so\/eng\/wp-content\/uploads\/2025\/10\/Picture1-300x134.jpg\" alt=\"\" width=\"300\" height=\"134\" \/><\/strong><\/p>\n<p><strong>BACKGROUND<\/strong><\/p>\n<p>As part of its ongoing mandate to oversee and coordinate humanitarian responses across Somalia, <strong>the Somali Disaster Management Agency (SODMA)<\/strong> provided oversight to a recent emergency food distribution in Gubadley District, Banadir Region. The intervention was led by <strong>Secours Islamique France (SIF)<\/strong> and implemented through its local partner <strong>KARDO AID<\/strong>, under the <strong>Integrated Humanitarian Aid Project<\/strong>. This initiative targets the urgent needs of vulnerable and conflict-affected populations in hard-hit regions.<\/p>\n<p><strong>ACTIVITY OVERVIEW<\/strong><\/p>\n<p>Responding to the <strong>SODMA advisory<\/strong> calling for swift and coordinated action in <strong>food, nutrition, and Water, Sanitation, and Hygiene (WASH)<\/strong> services\u2014which specifically appealed to <strong>humanitarian organizations, <\/strong>international donors, Somalia\u2019s private sector, and diaspora networks to provide immediate assistance to communities facing acute humanitarian needs\u2014SIF, in collaboration with KARDO AID, the Gubadley District Commissioner\u2019s Office, and under the coordination of SODMA, successfully distributed <strong>emergency food assistance to 280 vulnerable and conflict-displaced households<\/strong> in Gubadley District, Banadir Region. The intervention forms part of ongoing efforts to support communities affected by displacement and recurrent shocks and conflicts, aiming to address urgent food security and nutrition needs among the most affected families.<\/p>\n<p>Each targeted household received a comprehensive, live-saving food basket consisting of staple items such as <strong>rice, flour, sugar, pulses, dates, cooking oil, and salt,<\/strong> carefully measured to meet immediate household food needs and improve short-term food security among the most vulnerable families. This initiative aligns with <strong>SIF\u2019s broader humanitarian objective<\/strong> to strengthen food security, support recovery, and protect the lives and dignity of crisis-affected populations in Somalia.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-7625\" src=\"https:\/\/sodma.gov.so\/eng\/wp-content\/uploads\/2025\/10\/Picture4-300x168.jpg\" alt=\"\" width=\"300\" height=\"168\" \/> <img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-7626\" src=\"https:\/\/sodma.gov.so\/eng\/wp-content\/uploads\/2025\/10\/Picture3-300x268.jpg\" alt=\"\" width=\"300\" height=\"268\" srcset=\"https:\/\/sodma.gov.so\/eng\/wp-content\/uploads\/2025\/10\/Picture3-300x268.jpg 300w, https:\/\/sodma.gov.so\/eng\/wp-content\/uploads\/2025\/10\/Picture3.jpg 378w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-7624\" src=\"https:\/\/sodma.gov.so\/eng\/wp-content\/uploads\/2025\/10\/Picture5-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/sodma.gov.so\/eng\/wp-content\/uploads\/2025\/10\/Picture5-300x225.jpg 300w, https:\/\/sodma.gov.so\/eng\/wp-content\/uploads\/2025\/10\/Picture5.jpg 434w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/p>\n<p>Subsequently, on <strong>October 15, 2025<\/strong>, the distribution of Non-Food Items (NFIs) <strong>kits and essential WASH materials <\/strong>was successfully completed. \u00a0Each household also received a package of essential NFIs, including <strong>soaps<\/strong>, <strong>sleeping mats<\/strong>, <strong>plastic sheets<\/strong>, <strong>jerrycans<\/strong>, <strong>shower buckets<\/strong>, <strong>robes<\/strong>, and <strong>blankets<\/strong>, along with critical <strong>WASH materials<\/strong> such as <strong>dignity kits<\/strong> and <strong>aqua tabs<\/strong>. The intervention also included the <strong>construction of seven latrines<\/strong> across the targeted IDP camps to enhance sanitation and hygiene conditions within the communities. The exercise was carried out jointly with the participation of government representatives, community leaders, and project and camp management committees, ensuring a transparent and inclusive process.<\/p>\n<p>The operations targeted <strong>six IDP camps<\/strong> identified as the most vulnerable following the joint Rapid Needs Assessment (RNA) led by OCHA earlier this year. \u00a0In parallel, the intervention included the <strong>construction of seven latrines<\/strong> within the IDP camps to improve sanitation and reduce public health risks. Hygiene promotion activities were also ongoing, potentially reaching <strong>over 1,800 individuals<\/strong> with key health and hygiene messages.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-7627\" src=\"https:\/\/sodma.gov.so\/eng\/wp-content\/uploads\/2025\/10\/Picture6-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\" \/><\/p>\n<p><strong>IMPLEMENTATION AND OVERSIGHT<\/strong><\/p>\n<p>The food distribution was conducted in a <strong>transparent and well-coordinated manner<\/strong>, involving key stakeholders including, <strong>Community leaders<\/strong>, <strong>Camp management committees<\/strong>, <strong>Local authorities<\/strong>, <strong>District administration<\/strong> and <strong>SODMA.<\/strong><\/p>\n<p>This inclusive approach ensured that targeting was fair and aligned with the vulnerability criteria agreed upon in coordination meetings.<\/p>\n<p>In the capacity of the Food Security Director, SODMA provided <strong>technical and operational oversight<\/strong>, ensuring that the activity adhered to humanitarian standards, government guidelines, and beneficiary accountability frameworks.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-7623\" src=\"https:\/\/sodma.gov.so\/eng\/wp-content\/uploads\/2025\/10\/Picture2-300x148.jpg\" alt=\"\" width=\"300\" height=\"148\" \/><\/p>\n<p><strong>PLANNED FOLLOW-UP ACTIVITIES<\/strong><\/p>\n<p>To ensure a continued and integrated response, SIF and KARDO AID have planned the following follow-up actions in Gubadley District:<\/p>\n<ol>\n<li><strong>Ongoing WASH and hygiene promotion activities <\/strong>which will benefit<strong> 1,800 <\/strong>individuals<\/li>\n<li><strong>Handover of <\/strong>constructed latrines<\/li>\n<li><strong>Post-Distribution Monitoring (PDM) surveys<\/strong><\/li>\n<\/ol>\n<p>These activities are aimed at improving living conditions, reducing disease outbreaks, and enhancing community resilience.<\/p>\n<p><strong>ACKNOWLEDGEMENTS<\/strong><\/p>\n<p>SODMA appreciates the strong coordination and collaboration demonstrated by all partners involved in this response.
